Would your guests come back for 7 nights with you and 3 nights under the sea?
The participating resort does not purchase the underwater hotel. The host Government does not purchase it. Your resort contributes hospitality and its guest relationships — Planet Ocean brings the Inner Space experience.
16.5% of net profits to coral reef restoration.
Planet Ocean is allocating 16.5% of its net profits to coral reef restoration and associated marine-conservation initiatives, supported by independent audits and transparent reporting. Restoration funding is linked to operating activity, with expenditure supporting documented conservation work.
Illustrative five-year scenario: if one hotel generated $20 million in net profit over five years, that is $3.3 million to coral restoration. Twenty hotels under the same assumption: $66 million.
Illustrative scenario mathematics, not forecasts or guarantees. Actual allocations would equal 16.5% of actual Planet Ocean net profits under the final program structure.
The Maldives asked. Planet Ocean answered.
A request after COP21
Immediately after COP21, a diplomat from the Maldives approached Tony Webb to explore how his underwater hotel design could help the island nation.
Never forgotten
That request gave purpose to 16 years of dedication to the movable underwater hotel covered by U.S. Design Patent D-736,947.
Face to face
A recent meeting with the Maldives Minister of Tourism and Environment, and an official from the ministry responsible for fisheries and ocean affairs, emphasized fabrication of the first-ever movable underwater hotel for the Maldives.
Three regions invited
The same opportunity is now open to resorts in the Maldives, the Philippines and the Caribbean islands.

After 13 years in outer space tourism, Inner Space.
Guestrooms sit approximately 30 feet below the surface in a normal one-atmosphere environment, with fresh-air circulation and elevator access through separate steel shafts.
- Dining above or below the surface.
- Where conditions allow, sparkling marine bioluminescence and the stars of the night sky during the same stay.
- Potential support for future long-term space training for SpaceX and Blue Origin.
- Observation by university students and marine biology researchers, depending on partnerships and each location.
Movable. Four long legs. Zero discharge.
The vessel remains in the water during operation. Four long steel legs extend down to the seabed to stabilize it. It does not depend on permanent foundations or anchors — when relocation is required, the legs are raised and the vessel moves to another approved location.
Deployment remains subject to each host country's environmental, maritime and site requirements.
Each open-ended tubular leg is about 8 feet outside diameter with ~1-inch walls — a theoretical steel annulus of about 2.07 sq ft per leg.
Actual penetration, soil displacement and seabed effects would be determined through site-specific geotechnical, structural and environmental engineering.
More nights. More guests. Nothing to buy.
Use of a movable underwater hotel
The proposed host-resort arrangement provides five years of use without purchasing the vessel.
The GAC island experience
Seven nights at your resort plus three nights in the Planet Ocean Underwater Hotel.
Up to, total GAC reduction
From the seven-night resort accommodation cost. The GAC member still pays your resort for the stay.
No vessel purchase
Neither the resort nor the host Government purchases the movable underwater hotel.
New travelers find you
Your guest database is the starting point — national press, international travel media and Planet Ocean publicity are not the limit.
Still your guest
Your resort keeps the guest's luggage during the underwater stay and remains their primary hospitality partner.
10,500 travelers fund each Planet Ocean Underwater Hotel.
The proposed commercial funding mechanism is the Global Alliance Collaborator (GAC) Travel Membership. Each participating resort would establish an escrow account or equivalent independently controlled arrangement, subject to applicable law, banking requirements and final agreements.
- Public support for serious evaluation in each host country
- Resorts independently elect whether to participate
- Participating resort establishes the agreed escrow structure
- Existing guests contacted while global media reaches new travelers
- GAC Travel Memberships are sold
- Planet Ocean fabricates and assembles the movable underwater hotel
- GAC members travel to the Maldives, the Philippines or the Caribbean
- 7 resort nights + 3 underwater nights
2,000 free nights per hotel. Earned, never bought.
Planet Ocean offers 2,000 complimentary one-night stays per underwater hotel through its Global Alliance Collaborator Travel Memberships Program, using a Paying It Forward program. Take the official one-minute silent film, add your own voice, text and non-copyright music in any language, and share it on social media — an amazing display of people helping people.

Build it. Learn it. Operate it.
The Philippines features in the proposed fabrication, assembly and training network.
A proposed Planet Ocean Underwater Hotel Training Center in the Philippines would reproduce the underwater hotel environment for instruction in maintenance, safety procedures, guest services and redundant systems. Training is also envisioned in the Maldives. Caribbean deployments would be supported through the same program, subject to final engineering and logistics.
Subject to final engineering, material and equipment availability, supplier schedules and regulatory requirements. Program objectives, not guaranteed delivery dates.
Triple-redundancy training
- Leg deployment & retraction
- Ballast & compressed air
- Electrical generation
- Propulsion & maneuvering
- Zero-discharge operations
- Fresh & wastewater systems
- Elevator operations
- Guest-room systems
- Acrylic-window maintenance
- Navigation & communications
- Fire & flooding response
- Emergency procedures
- Environmental monitoring
- Guest services
Veteran employee ownership.
Qualified maritime veterans contribute operating experience. Employee co-ownership and community participation are core elements of the framework for safe and enjoyable experiences.
The opportunity can include qualified Maldivian, Filipino and Caribbean veterans who meet applicable employment, maritime, technical, medical, training and licensing requirements — and, where a host Government formally authorizes it, technical training for serving coast guard personnel (knowledge transfer, not private employment while serving).
Restoration guided by local science.
Qualified national scientists, universities and conservation specialists in each host country would help decide where restoration funding produces the greatest measurable benefit. In the Maldives, Biorock has a history at selected locations reaching back to the 1990s.
- Biorock where appropriate
- Coral nurseries & propagation
- Reef monitoring
- Underwater photo & video
- Water-quality observations
- University research
- Student participation
- Other proven methods
Three regions. One reef mission.
Maldives
- Where the request began — 2015
- Minister of Tourism and Environment meeting in Malé
- Focus on the first-ever movable underwater hotel
- Biorock history since the 1990s
- Training envisioned
Philippines
- Proposed fabrication and assembly hub
- Planet Ocean Underwater Hotel Training Center
- Steel and acrylic from China and South Korea partners

Caribbean Islands
- Island-nation resorts invited to participate
- Warm-water reefs that tourism depends on
- Veteran crews and local employment
- Coral restoration funded by guest stays
Each nation retains its own authority, scientific leadership, environmental priorities and commercial decisions. Knowledge can be shared, results measured, and universities and students can collaborate across regions. Tourism can help finance restoration rather than merely depend upon healthy reefs.
Open the door for serious evaluation.
Planet Ocean respectfully requests that the appropriate authorities in each host country:
- support serious technical evaluation of the proposal;
- identify marine, environmental and regulatory officials;
- involve qualified national scientists and conservation specialists;
- review the 16.5% net-profit coral-restoration commitment;
- evaluate Biorock and other restoration methods;
- establish methods for measuring environmental results;
- explore university and student participation;
- consider veteran participation and authorized coast guard technical training; and
- determine whether the concept merits structured discussions with interested resorts.
No environmental approval is presumed. No site approval is presumed. Commercial participation remains the independent decision of each resort.
